David was a partner and managing partner of city law firm Davies Arnold Cooper until 2007 when he was appointed Commercial Law Commissioner until 31 December 2014.  David was responsible for a number of projects updating consumer law, intellectual property law, reforming insurance law and advising the investment industry on fiduciary duties.  In particular David is responsible for parts of the Consumer Rights Act, the Third Party (Rights against Insurers) Act 2010, the Consumer Insurance (Disclosure and Representations) Act 2012 and the Insurance Act 2015.

David is president of the British Insurance Law Association, a board member of Airmic, Chair of the CII Professional Standards Board, and the previous independent member of the Judicial Appointments Commission audit and risk committee.  He is a consultant to law firm BLM and insurance governance consultants Mactavish and chairs the government task force on insurance fraud.
